MINUTES OF PROSPECT HEIGHTS FIRE PROTECTION DISTRICT
BOARD OF TRUSTEES MEETING OF AUGUST 15, 2006
The meeting was called to order at 8:00 a.m., by President Cagney. The following Trustees answered present: John Tammen, Thomas Weidman, and James Cagney, Trustees Absent: Robert Arends and Anthony Carlin. Also present ex officio: Chief Donald R. Gould, Jr., Deputy Chief Drew Smith and attorney Stephen G. Daday.
SECRETARY’S REPORT
Consideration of the minutes, July 18, 2006, meeting of the Prospect Heights Fire Protection District Board of Trustees. President Cagney indicated that on page 2 of the minutes, he wished to clarify that the newsletter referred to was the Palwaukee Pilots Association newsletter, from the Palwaukee Airport.
With that correction and clarification, Trustee Tammen made a motion to approve the minutes as corrected, with a second by Trustee Weidman, the motion carried unanimously.
TREASURER’S REPORT
Trustee Tammen presented the Treasurer’s Report pursuant to the attached status of accounts. After a short discussion, Trustee Weidman made a motion to approve the Treasurer’s Report as submitted, with a second by Trustee Tammen. The motion carried unanimously as follows:
Ayes: Weidman, Tammen, Cagney.
Nayes: Zero.
PRESENTATION OF THE BILLS:
The Chief presented the bills for payment. They were all included on the check register. The Chief also indicated that the ambulance bill to Foster Coach needed to be paid. After a short discussion, Trustee Tammen made a motion to pay the bills as submitted, including the ambulance bill to Foster Coach, with a second by Trustee Weidman. The motion carried unanimously as follows:
Ayes: Tammen, Cagney, Weidman.
Nayes: Zero.
CITIZENS TO BE HEARD:
None.
OLD BUSINESS:
CHIEF’S REPORT:
The Chief reported on the Committee of the Whole meeting and the sprinkler presentation, that was before the City Council. He felt that the presentation was very good and that all of the questions were appropriately answered. He was not sure of the direction of the committee or the City Council with respect to the Sprinkler Ordinance.
AMBULANCE DELIVERY
The Chief indicated that the ambulance was ready for delivery. It would be in service shortly.
GARAGE DOOR REPAIR
The Chief indicated that there was an incident at the fire station where the garage door was damaged due to one of the fire fighter/paramedics backing the ambulance into the garage door.
OTHER MATTERS
The Chief further indicated that the physical fitness tests for the firefighters occurred over the last several weeks. He indicated that one firefighter did not pass the physical. He indicated that for the time being the firefighter would be placed on administrative leave.
The Chief indicated that they had only received 13 applications for the firefighters test. He requested that the advertisement for the test be put in the Daily Herald and/or the Chicago Tribune. After a short discussion, Trustee Tammen made a motion to direct staff to put an ad in the Tribune or Daily Herald, with respect to the firefighter test. The motion was seconded by Trustee Weidman and carried unanimously.
REVIEW OF THE 2005 FIRE DISTRICT AUDIT
The Chief indicated that the audit had been prepared and disseminated to the Trustees. President Cagney had a number of questions with respect to clarifications with regard to the audit. The Trustees determined to send the request for clarification to the accountant for his review, and correction or clarification of the audit. The matter was continued to the next Board Meeting in September.
NEW BUSINESS

REVIEW OF THE AND ADOPTION OF THE PREVAILING WAGE ORDINANCE:
After a short discussion, Trustee Weidman made a motion to approve the Prevailing Wage Ordinance number 2006-002, with a second by Trustee Tammen. The motion carried unanimously.
ENGINE SPECIFICATIONS
The Chief indicated that the staff had prepared the request for proposal and specifications for the new fire engine. Those had been disseminated to potential bidders. There was no action that was required by the Board with respect to that matter.
OTHER MATTERS
PRESIDENT’S REPORT:
President Cagney wanted to know about the status of the annexations from the Glenbrook Fire Protection District. He indicated that he had not heard anything with respect to contacts with the Forrest Preserve District.
Attorney Daday indicated that he had not received any information as to whether or not Mayor Pace had been in contact with any individuals with regard to the potential annexation.
ADJOURNMENT:
Trustee Weidman made a motion to adjourn the meeting at 9:30 a.m., with a second by Trustee Tammen. The motion carried unanimously.
